Scuba fins (open heel) are not built for speed - they are designed to propel the scuba diver (with gear, cylinder, and weights) effortlessly at a steady rate to cover great distances with low energy output. Snorkeling fins (full foot fins) are very comfortable for snorkeling, but is not suitable for scuba diving. Snorkeling fins are designed to propel a snorkeler (a person without scuba equipment or cylinders) on the surface and sometimes underwater for a quick visit. They simply are not strong enough to provide the necessary propulsion that scuba divers need!
